In its multidimensional diversity, the Lebanese Higher Education system is similar to the European one despite the difference in scale. It has been estimated that exposure to the European experience and international cooperation with the EU will be beneficial to initiate or deepen structural reforms. The purpose of the team of Higher Education Reform Experts is to provide a pool of expertise in certain areas and to help in a voluntary convergence of the Lebanese Higher Education sector with the European modernization agenda based on the Lisbon and Bologna objectives and the Education and Training 2020 (ET2020) objectives, and in light of national needs and aspirations.
A Strategic Action Plan (SAP) for the 2011-2012 academic year has been defined. The SAP document that contains a detailed description of the tasks, the expected outcomes and a timetable may be downloaded here.
During 2011-2012, the HERE activities shall mainly be conducted along the following 3 main axes:
- Increasing awareness about the challenges facing the Lebanese Higher Education and the inspiring ET2020 strategic objectives;
- Quality Assurance;
- National Qualifications Framework;
- Role of the students and youth in the development of the Higher Education;
- Higher education and research.
